Is Her Texting and Cell Phone use a Danger to Her Family and Others?

A California mother of three was recently stopped after driving on the 405 freeway with a baby in her lap, two unrestrained toddles in the back seat and a cell phone in her lap. A driver saw the woman texting with the baby in her lap and called 911. Torrance, CA, police issued multiple citations for the woman whose license was under suspension at the time.

The 29 year old mother said the baby was crying and that is why she had the baby in her lap.
Is this woman a danger to herself, her children and any of us driving near her?
April is National Distracted Driving Awareness Month. Hopefully we will all take a moment or two and say that we should truly put a stop to using cell phones while we drive. There is no excuse in my opinion for what has happened here. My wife and I have been through three crying children in the car at the same time and I'm sure that it was tough on the mom to be in the car with an upset child. I get that. The part I don't get is how she couldn't pull over to comfort the child instead of driving down the highway and even more incredulous is the fact that she was texting at the same time.
I don't believe she should spend a year in jail. How would that help her children? I do believe that she needs to put the safety of her children, herself and society higher on the list of priorities than it appears she does.
Additionally, it appears that this mother has a long history of motor vehicle citations. If she is not going to conform to the laws and to good common sense rules of safety, what do you think it will take to help her understand the safety issue?
I wonder what Governor Perry would say about her conduct since he vetoed the Texas state wide texting ban. Oh, I remember. He said it was a personal responsibility issue. What about those individuals that don't care about your safety or mine?
